Noctis people
Noctis is run on a day-to-day basis by an executive team headed by the Executive Director, Paul Smith and supported by Associate, David Keyworth and Legal Advisor, Jeremy Allen. The team is responsible for all membership matters, industry issues, political campaigns and events. Noctis is Chaired and overseen on policy and political matters by Jon Collins.
Jon Collins
Noctis Executive Chair
Jon Collins is Chief Executive of CGA: an innovative, flexible and creative marketing information company specialising in the On-Trade. He was formerly Chief Executive of BEDA. His eleven years of involvement in the late night industry have given him a firm knowledge of both the retail and supply areas and his particular area of expertise stems from his political lobbyist background. He has been heavily involved in the formation of legislation surrounding licensing reform, the smoking ban, door supervisors and has been on the advisory boards for nearly all of the proposed regulation involving the licensed on-trade for the last decade.
Paul Smith
Noctis Executive Director
Paul Smith has been Executive Director (formerly of BEDA) since May 2006. Prior to this he spent fifteen years working in corporate communications in film, television and publishing. He worked for MIND, the mental health charity and Penguin Books, before managing the corporate affairs for Channel 4’s factual, arts and night time output for six years. After Channel 4, Paul started a successful consulting business working with UK broadcasters, independent television production companies and the Edinburgh International Film Festival.
Jeremy Allen
Noctis Legal Advisor
Jeremy is one of the founding partners of Poppleston Allen and is Legal Advisor to Noctis. He is recognised as one of the foremost licensing solicitors in England and Wales. He is a member of the Secretary of State's Advisory Committee on the Licensing Act 2003 and is a legal consultant to the BII. He is a frequent speaker at training conferences for lawyers and non-lawyers alike and is the joint author of Alcohol and Entertainment Licensing Law. Poppleston Allen has previously been voted National Law Firm of the Year and is the leading licensing firm in the country.
David Keyworth
Noctis Associate
After completing a degree in Politics and Philosophy at Cardiff University, David had a number of jobs including working with young people with learning difficulties. He has worked for CGA since 1997 where his principle duty has centred on Drinks Places, the database of on-licence premises. He is also responsible for offering administrative support for Noctis.
